About me
Catherine C. Carr (she/her) is a consultant and professor at the University of Pennsylvania Law School. She has worked on Right to Counsel for tenant issues since the early discussions of a Civil Right to Gideon in the ATJ community, including. the work to pass a RTC ordinance in Philadelphia ant to establish an eviction diversion program there. She worked with the DE legal aid community on establishing the Right to Representation in that state and continues to assist in the implementation of the statute that was passed. She served as the Executive Director of Community Legal Services (CLS) in Philadelphia for 20 years until stepping down in 2015, and was a public benefits litigator prior to her time in management. She now serves on foundation, bar, government and nonprofit boards and committees in furtherance of legal aid and social justice goals and projects. As a consultant, Cathy assists public interest law programs, leaders, and funders with management, leadership and programmatic issues, with a goal of providing creative, innovative and excellent advocacy for low-income clients.
